According to the Anne Arundel County Inspections and Permits website, a permit is NOT required to REPLACE an electrical outlet, or switch in your home. That being said, maybe the correct question to ask is SHOULD you replace the switch yourself?
Residential electricity is pretty dangerous. If you don’t know what you’re doing, you should always hire someone with the requisite skills, and licenses. Necessary to replace an outlet...NO, but maybe prudent.
