Mike, Yes, I believe it did come out of the District. It would have been really out of place at the Tidal Basin.

Richard the fact it's located on the sand , made me immediately think of the scene from Planet of the Apes, with the statue of Liberty.

Richard, that dude is really, really goofy looking!  And he's a protected class under the DC Fair Housing laws, which prohibits discrimination against people who are really funny looking or who smell bad.
